Unless a 9x19 barrel is "punched out" with a longer chamber, a 9x21 round should not fit to fire. The 9x21 has had only limited acceptance in the US. As mentioned, its best use is perhaps in the many countries around the world that prohibit civilians owning firearms chambered in military calibers. The 9x19, pushed to USPSA Major load factor, is the round of choice for Open in the US. Formerly the 9X23, Super 38 and other niche cartridges were the USPSA preferred Open pistol chambering.
