Texas permitless carry
Texas is on the way to going permitless, but it will still offer permits to carry for those who want them, along with a significantly reduced permit fee.

Thought you had to have a CC permit to open carry handguns in Texas?

I couldn't find any mention of it on the TSRA web site. Although I didn't actually log in to the member side, even though I'm a life member of the TSRA, I've never contacted them to get my login credentials.

You guys should be subscribing to the NRA-ILA newsletters, in order to keep abreast of things.
It is one of the 2 Bills being discussed this Week in the current session. It was reported by NRA-ILA yesterday.
Permitless Carry is a Tx House Bill.
Quote:
... House Bill 1911, sponsored by Rep. James White (R-Woodville). This legislation would allow those who would otherwise qualify for a LTC to carry a handgun for protection without the license.
|
The other (Tx Senate Bill) is to greatly reduce the cost of Licensing.
Quote:
SB 16 would significantly reduce License to Carry (LTC) fees in the Lone Star State. No law-abiding Texan should be priced out of the ability to exercise his or her right to self-defense.
|
This is not the 1st time that Permitless (Constitutional?) Carry has been submitted. Since we just got Open Carry and Campus Carry passed not too long ago, I wouldn't hold my breath on Permitless Carry passing this time around... But we can hope.
Here's the link to the 'web' version:

It's a bill before the state legislature this session that may or may not actually pass. I have my doubts about its chances of actually passing. If it does I have no doubt the governor will sign it. He's a good man.
Another bill with a much greater chance of passage would reduce the fee from the current $140 initial and $70 renewal for 5 years to $40 for either.

The only reason that I can think of that some might still want to have a permit is to make sure that their carry was "officially endorsed" and that there was no question if they met the requirements to do so. Or, maybe their insurance would give them a discount. I don't really know, as should be apparent.
I suspect if constitutional or permitless carry is adopted, there won't be many who still opt to obtain permits.

The main reason for the permits is for reciprocity with other states. The "permitless carry" would only be valid in Texas. Also only applies to individuals who would otherwise qualify for the LTC permit.
I personally don't believe this will pass this session. JMO

you go through the permit process so that you can carry in other states that have reciprocal agreements. Most other states do not recognize permitless carry.

You might want a resident's carry permit, to use in states that require a permit and have reciprocal agreements.

I just read that a bill was introduced in the Nebraska to allow permitless carry. I don't have very high hopes due to Lincoln & Omaha.

Good. Get it done while Abbott is in office. That guy is the man.
One thing I never understood about Texas- they have the votes and the governor to make headway on "conservative" issues; what's the holdup?
Hopefully, they're just getting into the swing of things in order to make Abbott's first term count. Sometimes I wish I still lived there...

I'm glad some others came along and posted some intelligent responses about why permits might still be needed after my lame speculation...
As for why Texas doesn't get more conservative legislation passed, believe it or not there is a surprising number of liberals in the state, especially in some of the larger cities (and especially around Austin.)

I wonder how Texas will determine how one is "otherwise qualified" for an LTC? Currently, to qualify for an LTC, you have to pass a Department of Public Safety background check, a simple written test, and an easy shooting test. Will they now just take your word that you can pass all of those? Or would you have to go through the licensing process, be certified as "qualified", then opt out of getting a license? Hmm...

There's 3 reasons why someone might still want a Texas LTC:
1. You get reciprocity in some other states,
2. You can skip the background check when buying from a FFL and
3. You are exempt from the possession restriction in the Federal Gun Free School Zone Act.
