Other locales let civilian firearms instructors conduct the course. There are also a wide variety of courses for the qualification. The last time I qualified, I did so with officers of a local department. It was their qualification course. The times before, it was a much easier and simpler course. One must dig to find out about the quals. I'm lucky to have a buddy that is a retired local cop and he keeps me informed. I can't complain, because it costs me nothing and the officers who run the quals have been very accommodating to this old man. It would be nice to see things standardized though.Here in NC, besides finding it difficult to find someone to administer the requisite FLEOA course, the state tacks on an additional fee for themselves. In effect, it amounts to a second concealed carry license over and above what you already have.
The course must be taught by a "police" firearms instructor, in effect, blocking firearms instructors on the federal level from administering the course.
I just got a telephone call from a staff member from Senator Thom Tillis' office in DC telling me that he received my E-Mail about LEOSA qualification and that he would personally speak to Senator Tillis about the issue. He left his direct number and told me to call with any further concerns.
