I am about to apply for my concealed permit in Virginia. I am planning on submitting my DD214 as proof of firearm proficiency. My concern is that the area of Virginia I live in is not gun friendly, and the local police frequently don't sign off on the permits. I was wondering if I should take an NRA course before submitting my application, or should my DD214 be good enough?

Here in Oregon a DD 214 is OK provided it shows clearly that you have received handgun or pistol training. Just having small arms or an awarded ribbon will not work. I used my 214 and copies of my trainiing records.

Sir, I wouldn't expect a DD214 to be enough. An NRA class is a good idea. A better idea would be to get with the local issuing authorities and ask them what the requirements are.

Hope this helps, and Semper Fi.

The VA code does allow you to use your DD214 as proof but it would depend on what training it said you had. You can always call your local clerk of court to find out. If not, just take a CHP class.

Thanks...my DD214 doesn't show my M9 qualification...looks like I'm going to the NRA!

VA is shall issue, so I'm not sure what the problem with the local SD would be? Anyway, careful of using your DD214. If I remember right, that has your SSN on it, doesn't it? Your carry permit is theoretically a public record here in VA, so that poses identity theft concerns.

Were you in the National Guard? If so your NGB-22 may have the info they need (provided they know what it is and will allow it to be submitted in place of a DD-214).

Virginia is shall issue, but the police department where you live signs off on them...and Northern VA is very anti-gun.
It wasn't until a few years ago that local governments could create laws concerning guns. In the city of Falls Church for example, open carry was an arrestable offense.
Thankfully, the General Assembly in Richmond put a stop to that.

Folterung; I'm like a couple of other folks here. I'm still wondering where and how you came up with "Folterung" for a 'handle'??? Care to enlighten us???

Local law enforcement does not "sign off" on VA CCW applications. They are issued by the court. The PD simply runs the background check. Unless you have a deniable offense under VA law the permit must be issued within 45 days or a temporary permit has to be provided until the application is approved and a regular permit issued or it is denied and the temporary permit is revoked.

When I applied for mine the local PD filed my application instead of running the check. At day 45 I requested my temporary. Within three business days of getting my termporary they called to say my paperwork had been located, had cleared and my regular permit was ready to be picked up.

"Presenting evidence of equivalent experience with a firearm through participation in organized shooting competition or current military service or proof of an honorable discharge from any branch of the armed services;"

The above says nothing about the "proof of honorable discharge" having to show proficiency.

Just going by what I heard from my gun dealer...Arlington, Alexandria, Falls Church, nobody ever hears anything back from them.

Find another dealer. State law requires that an application be approved or denied. There is no such thing as "not hearing back".

Hopefully your dealer knows more about guns then he does the concealed carry laws in VA.

Not much of an explanation but I guess we'll just have to accept it for what it is and what it means in its original language!

I used my 214 and it states nothing about pistol qual and I was fine, and I live in fairfax so you should be fine. Just know they will not give it to you till the 45th day after you apply, just as the state says they have to.

Here in Maine a DD214 is acceptable. they're only interested in proof that you have had basic firearms safety training and all military members receive that. No need to show what arms you qualified with or your scores.

YES, your DD214 is 100% acceptable. I used my (then) current ID for the same purpose. Remember, this is right not a priviledge and you've earned the right!
