Any new gun you will find today will have a bright bore. In other words, it will be clean and silvery with no signs of corrosion.
These are old guns that were used with corrosive ammunition. Most surplus ammo available now is corrosive as well. When not properly cleaned, the bore will be corroded inside, and hence be dark (almost black inside). Obviously, these guns were used in war.
Some refurbs have had their barrels replaced, and they were probably not shot after that. Thus, you might come across a Mosin with a bright bore. Or, if your Mosin is Finnish model, they took much better care of their arms and finding a bright bore is much more likely.
Unless the bore is so badly pitted and rusted that most of the rifling is gone, most dark bores will shoot just fine.
