In case you didn't know, HB 937 is scheduled for a floor vote in the NC Senate.

We need this bill to pass!

The highlights are:

- Allows permit holders to carry in restaurants that serve alcohol. Nowadays, that's pretty much all restaurants, so if this bill passes you won't have to leave your gun in the car if you decide to eat out in one of these places. You can't consume alcohol while carrying now and (contrary to state-run propaganda) it will continue to be illegal to do so if (when) this bill becomes law.

- Removes those stupid prohibitions on licensed carry:

1) places that charge admission (unless otherwise posted off-limits)

2) while a spectator or participant in a parade

3) while in a funeral procession.

These three idiotic prohibitions will be repealed if this bill becomes law.

- It is currently illegal to possess a firearm on K-12 public school property - even if it's unloaded and locked in your car! This bill will allow CCW license holders to have guns locked in their vehicles on school property.

- Makes CCW info private and OFF LIMITS to state-run media, so these gun haters can't pull the same kind of stunt they did up in NY earlier in the year.

- Eliminates the need to buy a "purchase permit" for a handgun from your Sheriff (CCW permit holders don't have to buy purchase permits anyway, our CCW licenses are our NICS exemption).

This is the biggest step forward since CCW was introduced here in 1995. There are a couple other things in the bill, but the above are the most salient points. Republicans have control of all three branches of government in Raleigh, for the first time in over 100+ years! If you live here, drop a note to your state rep/senator and let them know they should vote YES for HB937, and NOT squander this rare majority with a bunch of bargaining with leftist losers!

I dont live there but have always loved the place, glad to hear there's a good chance of making CC a lot less onerous, even if not perfect. Good luck!

Thanks for posting this. I would like to add that the N.C. Sheriff's Association is apparently against the repeal of the law that does away with the purchase permit. I heard a statement that there would be no checks into the mental capacity or eligibility of a person before buying a gun. I thought this was the reason for the dealer having to make the phone call but I could have it confused. Personally I think this is a loss of revenue for them and in addition, relinquishes some of the control they have. Appreciate any thoughts?

I didn't know that was in there. Yay! I'd like to have 1 or 2 guns "off the books." :D

That's not what that means - it means that once this law is passed, instead of the Sheriff running your background check, the dealer will run you through NICS at the time of handgun purchase, just like they do now for long guns.

You still have to fill out a 4473. That's feds, not state.

And the reason why the Sheriffs oppose this is easy enough - they're gonna lose their $5 a pop for permits - lost revenue, louder whining!

The Sheriffs do mental health checks now (and always have) only for concealed carry permits - they don't run mental health checks for purchase permits. What they do is essentially the same thing the dealer does when he calls that 800-number at purchase. The $5 per permit to me has always been a usurpatious tax on handguns and, even though as a concealed permit holder I don't have to buy them, I still don't like them.

I think that IS what it means. You won't have to get a permit for a face to face sale. No NICS check. Off the books. I missed being able to do that when I moved here from Georgia. Unless they require all private sales to be done at a dealer. Do they?

It's $10.00 per each purchase permit in Guilford.
 
I know, and I don't have to purchase them because I have my CC permit. But my question is whether with this new law a face to face sale is illegal unless done at an FFL dealer, paying him for a NCIS check? Anyone?

If I read it right; as of right now it is illegal however, if this law passes in it's entirety it will not be. i.e. you will then be able to sell face to face or gift a relative or other person without the permit. Best bet is to just wait and see.

NC law requires any purchasers, whether through a dealer or a private transaction, to obtain a handgun purchase permit to buy any handgun under any circumstances.

It's a good idea, even between friends. It's a CYA sorta thing.

I won't sell privately to a stranger - always do that through a dealer.

The gun you buy "off the books" may not be...I sold a revolver back to a dealer back in 1999...it turned up on a suspect during an unrelated arrest back in March, 14 years later. How do I know? The Asheville Police Department called me and asked if it was stolen from me!

Unless it's been laying in grandpa's night stand since the 70s, odds are it has paperwork on it; if they can't trace it to you, they can definitely trace it to the original buyer...

UPDATE: HB937 is STALLED. Why? The Sheriffs object to the elimination of the purchase permit...whoda thunk it?!
 
A dollar to a hole in a doughnut says none of it will pass. The politicians have let it get this far to make the gun people think they are trying to pass a pro gun bill. They have been blowing smoke and it has been cut and dried from the start. The bill will now lay around and not get the final vote but the politicians will say we tried and if you vote for us next time we will get it passed. :mad: Larry
 
I sent an e mail this A M from another board I am a member of urging them to vote concurrence on it. If they don't then I know how my vote is going to go in the next election. I pointed that out to them in the e mail.
 
I really never thought I would see it pass in my lifetime but I am as happy as if I had good sense. Many people put a lot of work and time into getting it passed and I thank them. Larry

This was the other reason I got my CCW. I wanted to buy more handguns without going through that.
 
I don't support the elimination of the purchase permit, in general. However, the bill doesn't eliminate background checks, just change where and when they are done.....so no harm no foul (IMO). I have a NC- CCW permit, so as others have mentioned, that aspect does not affect me.

I, like others, would NEVER EVER sell a gun to any one without a relevant paper trail - and a suitable background check. The purchase permit was perfect for this. Since the NICS system is not available to individuals.... in future, I will NOT sell to an individual without going through an FFL, so that the check can be done - even though it will add to the cost.

As for the rest of the bill, I do favor it very much. So, YEA !!!
