I'm no expert in these matters but isn't spent brass nothing more than scrap metal? Without primer, powder or bullet it's pretty much just brass I would think.

Midway etc will NOT ship ammo to an individual in NY you can have ammo shipped to a ammo dealer who can sell it/give it to you with a service fee.

Can you get it deprimed? It would be one less reason to make a fuss. Not that I think this is a big deal, but I really think it best in such day and times to stay as invisible as possible.
