Tragedy near Kerrville

...I live considerably north of that area but know the topography. The area around those rivers is steep and rocky with soil that has all the absorbency of concrete. This unprecendented amount of rain in such a short time created the absolute worst scenario at the worst time in the worst place.

When I first came to NV, my coworkers were quick to warn me of the dangers of this type of terrain in the event of rain. Within three years of getting here, I saw two, 100-year floods.:oops: Trips to go offroading always included a check on the weather.

I recall one ride up the Meadow Valley Wash using the railroad access road (technically trespassing) where we stopped in a beautiful spot with a stream, pool, lots of dragonflies, lizards, and other wildlife. Taking a break from chasing critters with the camera, I had a good look at the terrain. I commented to my then wife that "This would be a bad place to be should there be a flash flood, and the rain could actually have fallen many miles to the North and we would not know." We didn't stay much longer.

Sure enough, that winter there was a major snow melt event that stared at the north end and the "wash" became the "Meadow Valley Lake", stretching from Caliente pretty much to Lake Mead. The railroad was submerged and impassable in many places, and in one spot the track was undermined and a stranded train toppled into the water, fortunately with no injuries.

Kerr County, part of a region whose rivers’ and creeks’ high flooding potential earned it the nickname “Flash Flood Alley,” was among the communities that sought preventative funding. It asked for $1 million to build a flood warning system that would have upgraded 20 water gauge systems, added new water level sensors and posts, and created software and a website to distribute that information to the public in real-time.

Summer camps were top of mind during county leaders’ discussions of the project, meeting minutes show. Then-County Commissioner Tom Moser envisioned designating point people at each camp who would monitor a website and alert camp counselors and attendees if evacuation was needed.

The Texas Division of Emergency Management denied Kerr County’s 2017 application, meeting minutes show. Kerr County applied again in 2018, when more federal funding became available after Hurricane Harvey. While there may have been some really serious flaws in their system, I wonder how many folks also have what I have been referring to as "alert exhaustion". We often get so many alerts that they become almost like background noise. It is so bad here with various alerts that may wife has disabled them on her phone. That does not mean she does not pay attention to odd circumstances; she just does it on her own like a responsible adult.

I disabled all alerts on my phone as well. When one goes off - usually an amber alert from hundreds of miles away - I can hear everyone else's phones beeping the warning tone.
 
From what I've heard and read there was cloud seeding in and around the area before this disaster.
 
I feel so much sadness for all the parents who sent their children to camp so that they could enjoy the outdoors, swim and meet and make new friends only to watch in horror as this event unfolded and now they don't know if their child is alive or not. As a parent of 2 children who are about to go off to camp as well, I have a little anxiety about them going.
