EDC using a duty belt in addition to pants belt?

OP needs a better belt and needs to divest himself of the excessive gear he apparently is trying to carry.
 
Most of the time I have either my snub revolver and a dump pouch or my Lightweight Commander and spare mag, plus my badge, on my belt. When I’m knocking on doors to talk I also have the P-32 in my front pants pocket. The other front pocket has my wallet, and my Kershaw Blur in a hip pocket. The cell phone goes in my sport coat. If I need more than that I am having a really bad day.

When off the clock in the summer I generally just have the P-32 in my pocket. In the winter I’ll carry the 340 or 12-2 on my belt.
 
I generally carry a 1911 with one extra mag. I've found that carrying a small flashlight is pretty handy as well, so that's more space. I live out in the boonies, so I like to have at least a couple of knives with me, one pocket clip and, if there's room, a sheath knife. The main issue is that with the various placing of the belt loops between clothing manufacturers it's sometimes a pain in the pin feathers to get stuff situated so it's not only at least moderately comfortable but also allows access to the various and sundry junk I have in my pockets. Wranglers aren't too bad about this, but I don't always wear Wranglers..

IPSC style inner and outer belt a go before buying a full on Sam Browne style duty belt.

I’m a knife guy, and even I only carry two. A medium sized lock blade and a mid-sized Swiss Army knife.
 
Well, carry as much as you like, but the first error you made is about the belt: There aren't any 1.5" "duty" belts. The true ones are either 2.25" or 2", the latter in some fabric style pieces.
However, all is not lost. You could try to get two 1.5" velcro-backed belts. I know from my own searching for a replacement velcro pants belt that there are 1 or 2 makers out there that make one with the hook side on the pants belt, rather than the usual loop side. Unfortunately I do not recall who, but some diligent searching on your part will reveal what you (might) seek. Anyway,for my money that's the best possible solution. (I like the IPSC setup, but they are painfully expensive and very stiff. My belt, from "Dutyman", cost me around $30.) Good luck!
 
Why not wear a traveler's vest? I use one for cover, but it also has pockets that carry my cell phone, extra mag, extra flashlight etc and it takes some of the weight off pulling my pants down. Much more comfortable than cranking your belt tight enough to hold all that up.

I know this fellow that works at a pawn shop. Saw him one day in the Kroger with a friend and at first take, I thought he was on the swat team or something. Military fatigues, large duty belt, extra gear and open carry pistol. Then I realized it was him. Some folks call that a mall ninja. I was looking for a badge, but he didn't have one.

The only logical solution here is the dreaded Fanny Pack. Or god forbid a Man Purse.

A very knowledgeable guy at my club, (he usually wins every match we have) wears a very small fanny pack holster with the gun in front. I saw him put it on last night after taking off the holster he was wearing for the shootin' match. It concealed very well under a tee shirt and over his athletic trunks.
 
If I'm carrying concealed, I wear a wicking undershirt tucked into whatever pants, shorts, etc. I'm wearing and a baggy t-shirt or one size large dress shirt over top of my toys. So far, nobody seems to have noticed. Will the duty belt change that?

Well, the concept of having a pants belt and a separate gun belt has been around since forever. And if you are on uniformed duty, I think that's the way to go. But I don't think you'll be successful carrying concealed.

Perhaps re-evaluate and reduce what you are currently carrying?

For the last 40 years, when I get a new pair of pants the first thing I do is take it to the tailor at my cleaner and have her move belt loops to accommodate holster and anything else that I intend to hang on the belt. I know exactly how I want to carry my pistol: where I want the holster (and anything else I want to carry: most commonly a single or double magazine carrier).

My tailor moves and reinstalls the loops so they hold the holster and magazine carrier precisely where I want it. This prevents the holster from shifting position. The gun is always where I expect it to be.

I’ve no interest in carrying anything other than holster and magazines on my belt.

Most frequently I wear Orvis slacks or khakis so those are the pants I’m most likely to have altered but I’ve done the same thing with Levi’s and Wrangler’s jeans.

The tailor’s services cost about $15: quite reasonable for customizing a pair of pants to my specifications!

I can’t imagine a situation in which I’d use a duty belt on top of my regular pants belt which is either by DelFatti or Milt Sparks.
