Need help with info on how to get a title?

Buddy has an abandond truck that was last registered in Arkansas in 2009. The title supposedly has a lein on it, but he can't verify because he cannot get a copy of the title from the Arkansas DMV. He can't get any help from the KY DMV nor the Arkansas DMV.

Any suggestions on how he can get a copy of the title with the lein holder information?

Somebody knows something. If it was registered in Arkansas they have to have some records. I suggest you start there. In some states, in order to get the title current, you have to pay for back plates. If he is not the registered owner, the agencies may not talk to him. Perhaps local law enforcement can run the VIN and see what they come up with.

Document how long it has been on the property.Make his own lean (SP) on it.???
I've never bought from out of state and lost out on a deal once similar to yours.
So I'm fishing for ideas too.This is a good question.
 
He has the last registration paper work from 08-09. Current owner, who he has talked to will not make the effort to get a copy of the title.

Hence the problem.
 
ky has a mecanics lean law that takes presedent over the financial institutions claim, and i believe that he can also claim this for storage and set in motion the aquisition/sale process.

just like forclosing on a home, the item will have to be advertized and proper notice given to the original lender. then the item will be auctioned on the court house steps, if the original lender wants to protect their interest they will be required to submit a bid, either way he will get the truck or payment for storage.

I would speak with the county attorney's office, and start the process

If it is a situation where there is nothing in it for him, it isn't laziness it's lack of motivation. May be the key.

Usually a registered title agent for one state can get information from another. It may be a good idea to check with the tag office in the county where the vehicle is located now and would likely be registered if all goes well.

Local County Court Clerks office is worthless when asking for help.

If the county clerk will not help (believe me, I've dealt with them on more occasion, worse than the Post Office), go to the county attorney. If you get push back, remind he/she who pays the salary. If still push back, take it to the Judge/Executive and/or your magistrate. You pay taxes. They work for you. Generally, one of these three avenues will get you on the right track.
When I moved to KY from TN, it was a Charlie Foxtrot of the first magnitude getting all the taxes settled, etc., as KY would tax the air you breath if they could figure out how to!
