The four stacked cannon balls of the Kokura Arsenal means it was made under their supervision by an outside contractor, whose mark is the other symbol. I'm on vacation and don't have my reference books to identify the other mark. If you don't get an answer, PM me on Tuesday to remind me and I'll look it up.
Lee's right on the late-war date.
Value is $50-$60 w/o sheath, $75-$100 with sheath, leather frog in good condition adds $25-$50.

The "Arrow-M" symbol is for National Denki Company (National Electric) made under Kokura Arsenal supervision.
