Can a gun barrel be legally shipped to NY state?

Gentlemen,

I have a friend who lives in up-state New York. He wants a TC Contender barrel that I have.

My question is: Under current NY laws, can I legally send him the barrel?

In order to find out if i could get ammo delivered to me in Los Angeles County, I called Cabelas and asked them if they delivered to my zip code.

That being, a company as big a Cabelas has the software in there computers to tell them whether they can ship to a certain area. I got the ammo delivered no problem.

So call Cabelas and ask if they can ship a barrel to the address you need to go to, if so, your good to go.

IMHO, i dont see why you cant ship the barrel, it has no firing pin, etc.

Yeah, as a barrel, all it is is a steel bar that has been thru a lathe. it is not a weapon, well maybe a heavy club, but thats it.

If it is going on a pistol, he may need to add it to his pistol license as another caliber. I don't know if that complicates shipping it to him, because it is not the Serial Numbered part of the gun.

If it is for a long gun, I don't believe it matters. Ship away.

I only live here.... I don't know all of our arbitrary gun laws. This may be one that he'll want to look into beforehand.

A T/C Contender bbl itself here in NYS isn't under any sort of controls as far a sale or shipment.
It's no different than an interchangeable shotgun or rifle bbl.

The person that receives it will have to add the caliber of the bbl to their NYS P/Permit if they have a T/C handgun registered and in caliber(s) other than this one you're sending him..

I only ask out of curiousity, I don't own a T/C.

I know that you must add a complete handgun to your permit before acquiring the new firearm.
 
Dial (518) 474-8390 and ask for Andy. He's the only one who knows what's in his new law. I mean he should right? He wrote it.

Honestly, I would believe it to be fine.

I believe if you fill it with molten steel and then cut it in 3 pieces , then flatten it with a press it will be OK.:rolleyes:

I vote post #3. Its not a gun or a magazine.

I know that you must add a complete handgun to your permit before acquiring the new firearm.

It's handled like a Colt 1911A1 22conversion kit.
You can buy, sell, own one of the conversion kits w/o any NYS P/Permit or any other license for that matter.
Even if you already own a 1911A1 handgun that it will fit onto,,you can still purchase one w/out the kit being registered or having to obtain a license to purchase to conversion kit.

Where you do have to have the 'conversion kit' registered is the moment you place it onto the the already registered 1911A1 handgun that is on your NYS P/P.
Once in place, the kit magicly transforms that 1911A1 handgun into a different pistol because of the change in caliber.

Same idea for the T/C. You can own the extra bbls for the T/C no permit needed,,,the moment you snap one onto the T/C frame,,that caliber on the bbl becomes a separate registered handgun in NYS and should show accordingly on the Permit.
 
Barrels normally are not serial numbered, unless you own a Walther handgun like the PPS, which has a serial number on the frame, on the slide, and on the barrel. That said, barrels, slides, slide components, etc can be shipped normally with no issues. The frame is classified as a destructive device, and that has to be shipped as if it were a complete handgun, if in fact you can ship any gun to New York.
 
The bbl itself isn't registered (or in the case of the Colt conversion unit,,the 22/45 conv).
The T/C pistol itself will have to show on the NYS P/P as being registered in the new caliber that the bbl is in.
The NYS permit registers each handgun by make, (frame) ser#, & caliber.

So adding an interchangeable caliber unit to any frame (in this case a different caliber bbl to a T/C) makes a 'new' handgun that needs to show on the permit.

Add a 22 conversion unit to your 45cal Colt 1911A1 and you have to register the same Colt (same ser#),, as a .22lr caliber pistol additionally on the same permit that also shows it as a 45cal pistol.

The registration stuff is done by the owner once he takes possession of the bbl and before he places it on the T/C frame and takes it out..
Nothing unlawful for him to own the bbl itself off the frame. Nothing in the law prevents non-FFL from shipping the bbl into the state to another non-FFL.

I don't think that you can even send a letter in NY if it contains the word GUN!!

And if a trooper sees you drinking any beverage over 40 ozs.....you are done for!
