Utah Soon To Be Constitution Carry State
The Utah Senate just passed a constitution carry bill (19-6) which will allow anyone 21 yrs or older who can legally own a handgun to conceal carry.
There was a compromise in the House where the firearm if semi-auto can not have a round in the chamber and for a revolver resting cylinder and next empty.
The bill if the Governor signs into law will not permit to carry in school. However, Utah conceal permit allows to carry concealed in school and loaded.
I already have a Utah Concealed permit so it will not change things for me but this law will send a message to Washington DC

I honestly believe that there are more important requirements for carrying a concealed weapon than just being "Old Enough".
And I already know about all the maniacs carrying hidden hammers, it's not the same.

So for a revolver, you'd have to cycle through two empty cylinders in order to get to your live round? Nice way to get someone killed.

Allowing someone to carry, but on an empty chamber may send a worse message. We don't trust you to carry you gun safely.
On one hand you think, it is better then nothing. But on the other, if it passes, it will be harder to fix later.

Welcome to Utah, more politics than brains. I'm afraid the only message this sends to DC is not a good one. We've also passed some "let's send a message to washington" bills in the last couple years that cost the taxpayer, me, money that I would have rather spent on my children's education.

Good news. It seems that in Kentucky, gun rights will be strengthened as well. There is already a bill that reduces the wait time and residency requirements for a CCDW. Currently, it takes about 3 months for the background check. The bill shortens the wait time to 2 months. Has passed Senate and House by overwhelming majority. Governor just has to sign.

It doesn't sound too practical to me. You make a six shooter a four shooter and loose two in a semi auto. The bad guys get a heads up when they hear you rack a slide and an audible click when the hammer falls on an empty chamber in the case of a revolver. I guess the idea of the law is to give the bad guy one more advantage. It seems we are accepting small morsels and are happy about it. What the heck do I know I live in NY!

If I was the governor, I'd circle that provision, veto the bill and send it back with a veto message asking if there was anyone in the House with an IQ above room temperature.
Probably why I'm not in politics.

You only lose one round with a semi-auto. Rack the slide, and one is chambered. Unless the first round in the magazine is a dummy round, a trigger pull will go bang, not click.

Losing two in a semi-auto is not likely to happen unless the first round in the magazine is a blank or a dummy round.

I wonder where we will be with gun rights in a decade. St. Pats day, 2023. We will be down to allowing 1 live round in a gun, or no gun at all. Will everyone have a gun, but no ammunition? This is so silly, supposedly we have the best brains in the land deciding these laws.
Mister and Ms politician let me tell you something. Guns don't shoot themselves, it takes a person to pull the trigger. The laws you are passing are affecting me and citizens like me. We are a danger to no one. I have several CCW for many states, have any of the killers had a CCW? I think not. The laws you need to pass should be affecting the 'bad guys' and not the law abiding citizens and then give law enforcement the muscle to put these guys away.
I think we got off the track some time ago - generations ago, when it became more important to be politically correct and not offend anyone than it was to protect our Constitution.

There have been some poking fun on this forum regarding the less than ideal Constitutional Carry bill in Utah. If the bill passes it will require an empty chamber for semi autos or 2 cylinders empty in a revolver.
Yes, the bill is not perfect but it is a good start and if it passes Utah will be among just a select few states allowing Constitutional Carry.
The more important fact is the bill will have zero impact on the current Utah Conceal Permit law which is the only law in the entire nation which grants me the right to conceal my chambered Shield while volunteering at my daughter's public elementary school and pack at all public universities and colleges including sporting events.
Poke fun all you want about Utah but I am not aware of a more progressive state when it comes to upholding the second amendment.

You are correct I did say a lose of two in a semi, which would not be true. Having to rack the slide is the main issue but the revolver would go click before a bang. Either is not good but the cute rolleyes thing after your response is too much.

My poor five shot J frame S&W would be down to three cartridges. That would be almost like playing Russian roulette. If I were there I might have to go with my eight shooter.

Utah still has a concealed permit which allows you to carry six in your six shooter.
The representative who sponsored the bill did so because a hunter without a concealed permit was harassed by a Game Warden for covering up his hunting rifle on his back with a jacket.
I don't know the age or if the person is able to possess a concealed permit but I am of the opinion if you hunt and are at least 21 and can legally secure a permit I would get one just to avoid any issues with the game warden.
Note: Utah currently allows open carry without a permit as long as the weapon requires 2 actions to fire the weapon.
The bill under review by the Govenor HB76 would extend that right to cover up the weapon.
It is still unclear if he will veto, sign or just let it become law without signing.
There has been some vocal support to veto with the Bishop of the Catholic church being the most prominent.
There is a 2/3 majority in both the House and Senate if the Republican governor vetos but who knows what would happen at that point.
Even in conservative Utah there is an organized voice to Veto.
What I find frustrating I am not seeing an organized voice to the degree in support.

I must agree with this. Just because someone is 21 or however old the age requirement calls for is not a sign they are mentally mature enough or competenent enough to carry a concealed weapon. There needs to be background checks especially in the area of criminal and mental compentancy before you are allowed to have a concealed weapon permit.
YOu need to be found competent enough to handle the weapon and that means training, training, and more training. Always safety first!!!!

The government should have the same requirement, training and permit, before people can exercise their 1st Amendment. So much harm has been done with the pen and words. It would only be reasonable; especially in the case where a person goes concealed with a handle or pen name.
I’m disappointed with my governor who may veto or just not sign the bill allowing it to go into law without comment. He lacks conviction and understanding. He, along with so many, seems to be confused by what “shall not be infringed” means.
As Franklin said, “They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.” Some in this case are crying to give up an essential liberty; knowing, deep down inside, it will give them no more safety.

Trying to understand something here:
If someone leaves 2 empty chambers in a revo, but stages the cylinder so the first pull lands on a live round (contrary to the intent of the Law), how is it that the prosecutor is going to determine that? (I AM NOT ADVOCATING DOING ANYTHING ILEGAL HERE!!!)
I mean, who is to say that in a righteous (otherwise) SD shooting that the Victim did not pull a Jerry Miculek and do an average .16 split on the 3 pulls?
I suppose the unintended consequence of the law (otherwise what the hell is the point) would be that whoever is pulled over by the Po-leece for say a tail light check, is going to have to get the short arm inspection. Oh wait, is this a Smith or a Colt? What direction where the empty chambers? Oh nutz, I forget, "On your way then."
Added: Oh yeah, if you have to reload in a firefight, do you have to still load 4?

My dad said in the Navy (WWII Combat Vet), they would do the "short arm" inspection to ensure you did not go to sea with something you caught at the local "Fun House". That expression always stuck in my mind.
Hence the double entendre.
Wife and I are considering Utah when the kid is off to college. So I will have to pay attention.
