Weldwood Powder and Cascamite glue were the two that I can recall. I think that Cascamite powder is still available out there somewhere. I believe it proved not to be the best long term glue since it picked up humidity and lost its adhesion.

I think nowadays a lot of people, me included use painter's tape, that blue stuff that's easy on an easy off. Staple on your cardboard backing if a wooden stand, or hang the cardboard backing by whatever means, then use the painter's tape to affix the target to the backing. Also use it to cover up misses or hits to discern where the next group goes. Then tape another target on top of the shot up target when appropriate.
