Years back there was a powder mixed with water that was used to paste the targets onto the target backing. Anyone recall what this powder was ?

Maybe it was wheat paste? But that requires boiling water.
How about regular flour

The wheat past was often used to past target to cardboard, then that was stapled to the target stand.
I think nowadays a lot of people, me included use painter's tape, that blue stuff that's easy on an easy off. Staple on your cardboard backing if a wooden stand, or hang the cardboard backing by whatever means, then use the painter's tape to affix the target to the backing. Also use it to cover up misses or hits to discern where the next group goes. Then tape another target on top of the shot up target when appropriate.
