Some of the provisions in the current version seem like a slap specifically aimed at NJ, NY, and a couple of other states where they actually arrested LEOSA holders from "outside" and maintained that the state law trumps LEOSA.

I used to ask that same question of people who asked about owning a gun. More than once, their eyes widened in shock. It was apparent that they'd never actually though about the hard part before.

The last draft I saw allowed the states to extend the current 1 year qualification requirement to 3 years. Although, I don't know if that made it through the House's final version.
