Simple remedy... they need to be considered citizens of a surrounding state and VOTE IN THERE ELECTIONS. They can pick what state they want to be citizens of... pay taxes in that state and vote in that state. I fact I'd prefer they go live in those states and D.C. become a sort of super federal...
