Good suggestions here but I don't think it is a ground water issue. I measured for rain gutters last week and will install them this week. This problem is in the back corner of my house where two parts of the roof meet at a valley producing a lot of rain run off.

I have a hairline crack at the top of my poured concrete foundation that runs about 30" down from the top and is below grade about a foot. It is too thin to inject crack sealer but still leaks water into the basement.
Any suggestions on a coating to fix this problem would be greatly appreciated...
Age alone should not be the problem, at least as far as powder goes. I am currently loading some rifle powder given to me by a high school shooting buddy that is at least 35 yrs old and it works fine.
It is possible to "rust blue" a gun at home and get a real bluing job. It's easy to find instructions on the web for this process. The final project will result in a satin type finish but I would practice on some junk steel before attempting it a firearm.
You will like that gun I certainly like mine. For big game I would use a 215 gr hard cast SWC for good penetration but others may disagree. If you plan on shooting a lot hand loading the 41 is a big advantage.
Like 22 ammunition there is a limit to what people will pay. A buyer that pays 1800.00 or more for a 27-2 with a 3.5" barrel may never see that gun turn a profit for a very long time.
