Who told you that was NIB and never shot? Looks like lead build up where the back of the barrel extension was cut, (a dull hack saw would make a cleaner cut than that) and as mentioned above, there appears to be a lot of copper build up in that barrel.
Right or wrong, I seem to get the best results with red ramp front sights by properly aligning the sights and using the very top of red ramp for point of impact which is similar to sight picture #3. This is easier and more repeatable to me than trying to identify the black top of the ramped...

Not on revolvers. I use Hoppes gun oil or Weapon Shield oil sparingly. When I had a stainless Colt 1911 I would use Tetra Gun Grease after I had a galling issue with it.
