I recently picked up a 39-2, no box, beater (CAI Import) with 1 mag for $250. I would offer $300 and tell the guy about the issues when you shot it. Tell him it needs all new springs or the offer would be more.

That price is real good. I'd take it at that price right now and would feel good about it. Clunker 4506's, no box with 1 mag are selling for $500 in my area.
