A friends dad had this old ammo, head stamped HTI 1951 and since they were old i pulled the bullet and dumped the power, only to find no center flash hole, but there was one on each side super small, so i was unable to decap. Can these not be reloaded any input would be appreciated.

You have Berdan primed cases which are extensively used in Europe. The anvil is part of the brass case an there are usually two flash holes at either side. At one time I did reload these in an odd caliber rifle which also used an odd sized primer. They are a literal pain in the neck to reload. I would toss the fired cases in the scrap heap.
