LE Wilson shell holder problem

I just bought an LE Wilson shell holder for .38 Special and can't get a shell all the way through it. It jams about 3/4 of the way in.
I've run the shell through two different resizing dies and even tried an old Remington factory loaded wad cutter and none of them will go in all the way. I've cleaned it and it's very shiny inside. I've got a couple of rifle shell holders and understand how they work, but this one seems undersized unless it's for a different .38?
The shell holder is marked 38 Special and the box says 38 SPL (no decimal points).
I sent a message to Wilson but thought I might get an answer here first.

FWIW: Wilson was very helpful. However this holder is designed to be used with an arbor press or mallet. You have to press or hammer the case into the holder. Then to remove it (after trimming) you need a piece of dowel that will go inside the case and press or hammer it back out.
I don't think this will get much use.
