Trying to determine value
My father has a S&W 38 special that he wants to sell but has no idea of whats its worth....
Its a 1971 S & W 38 special 14-3....It in the origional box and has only been fired about 3 times....Its in perfect condition....I think he also said that it was designed for target shooting, not sure what that meant if anything...
I can get more details if need be, but would like to know what he could sell it for...

Most of the gun shops in my area (Illinois) would price this around $450-$500.

That's the selling price, at a dealer an offering price will start at about 30% of that and max out at about 40%. Meaning the first offer will be about 150 bucks and max out around 200.
If that sounds like a rip, 2 points to consider. One is that gun shop may have to sit on that revolver for anywhere from 5 minutes to 2 years, that's the gamble that any dealer takes when they purchase a used handgun for resale. Two is that those who have been through this either doesn't sell their older commodities like this or sell them directly via the for sale forum here or on something like gunbroker.
BTW, if you post that model 14 up here, you'll get offers on it very quickly because model 14's are very highly sought after by those who enjoy wheelguns.

Certainly most local gun shops and pawn shops will try to basically low ball you and buy it cheap so that they can sell it for a nice profit. The best way to sell it is up here on the classifed section or locally on a FTF sale.
The revolver is called a Target Masterpiece and they were used in the 50's and 60's in competition shooting and they are one of the best revolvers S&W made. They and the Model 17 22LR revolver were designed to weigh the same so that competition shooters could practice with the cheaper 22 ammo with the same look and feel as the Model 14.
Anyway, if it's in excellent condition it should sell for between 4 and 5 hundred dollars.

I just picked a similar condition 14-2 with box and docs for about $550 (there was a trade involved). Put the gun on this sight and see what you get offered. The K-22, 32, 38 guns are cherished by many for their quality and just plain coolness. If you want max $$ for the gun, sell it yourselves not to a pawn or gun shop. Just make sure to follow the law.
