Usually the police trade-ins originate with a distributor who sells what the guns were traded for. Usually, a deal is made to allow current LE employees to purchase the “to be traded” guns for a specific price. The remainder go to the distributor who markets them to a dealer and so forth. Of course, every time a used gun is marketed, the price goes up… As one of my jobs in my past LE profession, I orchestrated these deals on several occasions. I would tend to believe that most revolvers has long since been traded since the auto’s have taken over the LE profession. You may find some correctional institutions or armored car companies that still have revolvers. The distributor offer prices are insanely low but in a large order and when a manufacturer gets involved - sometimes a one for one (or close) is struck just to get their guns in the field.
