Its kind of a rare bird...one of the last pre lock model 17s. And the first ten shot variant before the Stainless ten shot 617s came along and became the norm. They were made with a matte bead blast finish and black anodized aluminum cylinders. You can usually pick them up at reasonable prices or dare I say on the cheap compared to some. I feel it's a rare and wonderful gun and I absolutely love mine. The gun does have a catch though...check out my thread http://smith-wessonforum.com/s-w-revolvers-1980-present/300220-custom-17-617-a.html
Made from 1996-1999, the 17-8 was introduced at the same time as the 617-2 which was stainless steel with an aluminum 10 shot cylinder (some 617-2s had stainless steel cylinders). The aluminum cylinder on the 17-8 tends to show wear quickly which affects appearance and in some cases timing also. That's the reason they were made for only three years. In 1998 S&W introduced the all stainless steel 10 shot 617-4. S&W then ended the aluminum 10 shot cylinder production on the K frames.
