What is this and why

Welcome! Yes, it appears to be the Magna-Trigger conversion. A ring worn by the shooter moves the installed magnetized part forward, allowing the mainspring (and therefore the gun) to function.

Hopefully, either the device has been deactivated, or you have the ring(s).

It was intended to deactivate the gun if the ring wearer was not present or lost the gun in a struggle.

The company offering this was apparently "Tarnhelm", but their website is no longer active.

It looks very much like it however, I don't have a ring and it functions just
fine. Its stamped Cobb County Sheriffs Dept. So the magnet thing for
officer safety makes some sense. It's obviously been modified or altered
since it works without the ring.

I've never seen one of them. Is it machined into the frame?

It's machined to fit into the front portion of the grip portion of the frame which was removed and the piece slides into the space replacing that part of the frame.

Would much rather have it without the modification but it's kinda cool as it is. It works without the ring which is good.
 
I remember reading about them back in the 80's I guess it was. Other than that magazine article, I've never "seen" one until now.

I remember in the story they told of a cop who lost his in a struggle, the perp pointed at him and tried to pull the trigger. Gun didn't work so he took off, with the gun. Later he took it to a gunsmith and told him something like this blank, blank old gun doesn't work. Smith removed the grips, saw the gizmo, knew what it was called the cops, who came by and recovered the gun and gave the bad guy a free ride downtown.

Pretty cool.

Back in 1983 we had a female rookie cop after completing probation bought herself a Model 66 and had that device installed.

I remember asking her what if you had to shoot left handed because you have the ring on your right hand. So she got herself another ring for her left hand.
