I have seen overstamps and misstamps but I found this one odd because of no dash and "1" was so much larger

Recently picked up a 67 made in 1980, so this would have to be a 67-1. Noticed the stamping on it. No dash and "1" is larger than other numbers. Is this common? I had never seen one like this.
