    I enlarged the first photo of the OP's Victory and it sure looks like the ejector rod, hammer and trigger are parked, which would be a sure sign of a refinish. I would take a good look at the gun to confirm before making a deal.

    The machined off markings were most likely post WWII German police markings. I have a Victory close in serial number that is marked Bavaria Rural Police in the area of the removed markings on the OP's gun.

    I read something on here that really surprised me.

    California has always been a large firearms market, but we are not on the instant check system. When we buy a gun here, we have a 10 day waiting period while the background check is completed by the Dep. of Justice.
