I know that you can change out the uppers on the ar15's but I was wondering if you could do the same on the 15-22's

S&W deliberately made the 15-22 lower's dimensions just different enough to prevent that.

I'm assuming you want to run a .223-to-.22LR conversion upper?
Nope, physically incompatible.
