what is the rail size in mm on the picatinny rail for scope mount?

My understanding is all picatinny rails are the same size. When you are looking at mm in scope mounts it is for the tube diameter of the scope. If I am wrong it would not be the first time or the last.

Picatinny will be 20mm for the base, and some products are just called 20mm.
Other sizes like 11mm, 12mm, 3/8" 'dovetail' are not picatinny sized.
