Does S&W do anything differently to LEO guns before sending to the LEO's?
Other than marking them for the LEO on the slide. Do they perform any trigger enhancements, or any other services before the guns reach the LEO's hands. Talking about city, state, and county LEO's.

Seems to me that the only differences between LEO and standard models are, a. Additional features (nightsights, usually) and b. price. Other than that... same guns.

It really depends on the agency order. Night sights are pretty standard on PD purchased 3rd gens, while almost unheard of on non-LE 3rds. Some LE contract guns don't have the magazine safety (I have a NYPD 5946 that doesn't have it), others have a decocking lever on the slide but no safety. There have also been some models and variants not available on the regular market like the 3914DAO for NYPD or the CA Highway Patrol's 4006TSW with the integral rail.

California Highway Patrol 4006's had some special parts.
If you look in the Smith & Wesson parts listings you will see that the C.H.P. had some different parts in their 4006's
P/N #200220000 $53.04 X TRIGGER ASSY, CR, (CHP)
P/N #903370000 $24.43 X RECOIL SPRING GUIDE ASSY, (CHP)
P/N #204890000 $23.69 X REAR SIGHT BASE (CHP)
Trigger assy, recoil spring assy, HD extractor spring also and I'm sure there were others.

My experience being the guy that would take delivery drop shipped from the factory was their quality control was the same with about failure rate of about 10% right out of the box. Armorers would shoot each gun before it was issued at the time officers would do their training. Any additional markings that were added cost extra and the total cost did not include the 11% FET that is added to "civilian" guns.

Back when I started and we chased Moses for breaking those stone tablets, I could have sworn they took a hammer to the front sight and a file to lower it. That Model 65 would not shoot to point of aim. Then I got new glasses.

They do, but unless you're an LEO, nobody will tell you what they are.

Thanks be to the wise departments that required extra action work on their bids.
I have a 4586 that (per the dealer who traded out for the departments new Glocks) had been through the Performance Center for an action job before delivery. Every 4586 traded had a better trigger pull than any non-trigger job 3rd Gen I have tried.
