Movie productions usually have a script continuity supervisor whose main job is to ensure that every detail remains the same from scene to scene. For example if an actor is wearing a blue shirt in a scene, he must also wear the same or similar blue shirt in the following scene, even if shot the next day or the next month. It is a very important job in the industry as without close continuity, final film editing and cutting would be very difficult as films are not shot in a linear way. Appears there was no continuity supervisor on the sets of Dr. No.

A few thoughts...

When this film was made, the concept of "pausing" and/or "rewatching" to look at a minute detail was not really a thing.

For 99% of audiences then, and probably now too, it doesn't matter.

The change in guns has zero impact on the story line.

It may not have bothered audiences at the time. I wouldn't be surprised however if some male viewers were disappointed that Ursala's shirt went from wet to dry so quickly.

It can be distracting when the prop men make no effort at matching uniforms, weapons, etc. to the correct military outfit. The US Naval vessel is flying a Royal Navy flag, as the narrator points out. Note that the US Navy is armed with a LE No. 4.
 
Brits don't tend to be gun people. Prop departments may or may not have the right gear. A lot of movies suffer from this.
 
Too many obsessive, pedantic film watchers these days who find the story secondary to touting their knowledge. Unless incredibly blatant or of genuine interest, maybe we should keep such to ourselves.

This reminds me of the time I was watching the Dukes of Hazzard and Daisy Duke was wearing two different tops while driving in the same car chase. As an actor I only made notice of this for the production values (yeah, right!).
