I heard today that someone was added to the FBI's 10 most wanted list. Wouldn't that make him no. 11? Do they drop one off or what?

We had a top-ten fugitive here in New Mexico a few years back. A slug named Michael Paul Astorga was pulled over late one night by a Bernalillo County Deputy named James McGrane Jr. When Deputy McGrane approached the window, Astorga shot him in the face with a Glock 20, killing him instantly. Astorga was not driving his own vehicle, but was wanted on a murder warrant for a previous killing. He was captured in Juarez and returned to the US in spite of the death penalty being on the table...the Mexican authorities normally wouldn't extradite in that case, but they did that time, God bless them.
To get a fugitive on the Top Ten list takes some effort.
