19-3 shell extracting

I bought a 19-3 out of a consignment store. I shot it and could not get the shells to come out. I purchased another used cylinder on ebay and shot it yesterday. same situation. is it possible both cylinders are out of round or could it be in the star/stem system? any suggestions? or should I buy a brand new cylinder?

What ammo are you shooting through it? 357 or 38. Factory loads or hand loads?

If the cylinders were both shot with 38 there may be deposits at the front of the chambers that will make extraction sticky.
 
357 hand loads, maybe Ill try factory loads. my 28 has no problems with the handloads. I had a 29 that had the same problem. previous owner fired some pretty hot loads out of it, sent it to smith and they put a new cylinder in it, no problems since. I figured it was the same senerio
