1917 I Frame Hand Ejector?

Pictured is a .38 nickel Regegulation Police S&W. Not original handles. Serial #6386. No stamping on frame. Please help identify year born and approximately value. Appreciate any info.

My guess would be around 1918. It doesn't have the S&W stamp on the frame. The stocks are the correct style with the gold medallions, but they don't fit very well. Is there a serial number penciled on the inside of the right stock?
