1917 strange markings, importer? Proof?

Came across this today, I can't find any reference to the stamps, particularly the barrel stamp.
I don't see a S&W logo, and I see thin finish and grind/file marks...no U.S. property..
School me on what I'm looking at!

I also see that i has an "R" stamped on the frame. I'm not sure what that means, but it may indicate rework/refinish. Guns that were reworked for WWII typically have a 2 or 3 letter stamp indicating the arsenal (e.g. AA = Augusta Arsenal).
