I just bought a Nickled 1917 from my dealer, and wondering if SW can refinish the revolver as it's in rough condition. well get pics this weekend as i'm in my 8 week wait for the pistol.

No, sorry to say they won't. They don't work on any gun that is not "model marked". That is stamped with a model number. Model numbers started in 1957.

Any idea where to have one serviced lock up is a bit loose

Also would a gunsmith be able to replace cylinder and barrel with a stainless steel 625 parts?

You might try Cylinder & Slide in Nebraska. The problem is parts. For example, the cylinder stop design used in this gun was last used over 50 years ago. Also any new part likely would have to be fitted.

Technically, a 625 cylinder could be fitted. Barrel also. You are going to have cosmetic issues where the barrel joins the frame. Also, you will probably have to do something with the front sight to get it to shoot to point of aim.

umm, my really big issue with the 1917 as it is now is it has a bit of end shake and not a very solid lock up. i found 625 barrel and cylinder relatively cheap and thought replacing one or both would improve accuracy.

End shake can be fixed with the Power Custom shims. Old style oversize hands will fit, I expect cylinder stops will also. Then it's just a fitting job.
