1955 M&P lettered to NYCPD

I'm looking to place a value on a Pre-10 that was shipped to New York City Police Department in 1955. It's blued, 4in bbl, .38spec. Wear to finish and grips (which are numbered to the gun). I have Roy Jinks' letter regarding provenance. Property number on back strap and NYST engraved on left side plate.

Interesting. The letter says it shipped to NYPD? But the frame mark says it belonged to the NY State Police (Troopers).

Must have been some inter-departmental swapping going on!

That's what I was gonna say. Doesn't make sense.

NYPD officers' guns had no property numbers. IF this was an NYPD-sold gun, the extra number, usually on the butt, would be the badge number of the officer who purchased the gun from the department's Equipment Bureau. But the sideplate marking is clearly not NYPD. If this gun indeed letters to the NYPD, a state trooper must have bought it from them. Not that unlikely; maybe they had some kind of cooperative purchasing deal going.
 
Here is some additional stuff I dug up because I just didn't have anything better to do.
There is definitely something non-standard about the OP's gun and the sideplate marking. The snips below (highlights are mine) are from the NY State Troopers history website; the link is below. It looks like the official NYST marking were always on the backstrap during the time period of that gun.

I collect firearms and gear from my old agency, the New York State Police. As a matter of fact, the two snippets from the Troopers History in post seven above, were from my research. That's me on the "Compliments Of" line.

When I bought this revolver I knew there are no historical records of that agency equipping their members with four inch M&Ps. I was hoping the gun may have been a one-off or a manufacturer’s sample that they considered evaluating/ buying and had gone ahead and marked it N.Y.S.T. (increasing its value to me and my meager collection). After purchase, I paid the freight for an archive letter which disproved that.

The N.Y.S.T. marking is not typical as to size, font, or placement for that era. At some point, the side plate marking was very neatly added but apparently has no significance to the gun’s actual NYCPD ownership. The fact that it is an old NYCPD revolver may have value to someone and that is what I’m trying to identify.

My local ny shop has a ny trooper marked 28 you may be interested in price under 500 bucks. They are s&s taxidermy springvlle ny if you are interested.
Also my brother a retired local Leo is considering relocating to tn. Any advice you could give would be great if you can send me a message

That's interesting. That is a nice history site for the NYSP. Are you familiar with Robert Vivas and his NYPD guns site? I'm adding the link just in case you're not. He hangs out over at the Colt Forum occasionally and does respond to e-mail; he helped me with an NYPD Colt not too long ago.
