Is the 27-1 a pretty rare version of the model 27. It looks like it is in most reference books

Yes, it surely is.
The 27-1 was made for a very short period of time, so yes, they are quite scarce.
The -1 is even more rare on the Model 27's cousin, the Model 28 Highway Patrolman. So much so that there is only one example known to any of us. It lives in Arizona with its owner (or did the last I heard of it).
