296 loads Hornady vs. Sierra

I did some loading today with 296 for my model 19 today, using Fed 200 magnum primers for the harder to ignite 296. I usually compare loads between several different sources, but I noticed Hornady lists 12.4 grain start load for their 158 gr and Sierra lists 15.9 as a start load for their 158 gr.and implied dire consequences for loading less than the start loads.
I have several editions of load books and the powder I have is from 1996. All the books are slightly different and I check back through all editions. I always start at the low end and workup
Why the difference? Anyone?

......and Speer list 13.9 as start and 15.5 as max with magnum primers.....Lyman list 16.3 to 17 with standard primers. Don't make much sense does it?. Maybe it's the use of magnum/standard primers that makes that much difference. What primers does the Sierra recipe list? Again H110/W296 gets a little hairy when it's downloaded so I tend to stay away from the low loads in the Hornady specs. Most of my loads with H10/W296 and a 158 grain bullet in the .357 have 15-15.5 under the bullets.
