I have a 38 spcl 2 inch barrel serial # H 31236 I am trying to find out the year of manufacture and a value.

whitetailacres I believe you've given us an assembly number from the frame with the cylinder opened, not the sn. The serial number is in the butt of the grip frame, you made need to remove the stocks to see it.

The H serial numbers are .32 not 38 spl.

This link will help.

Are you speaking of my gun or the picture?

What picture? If you attached one, I don't see it.
Unless you know that the gun has some aftermarket finish, the combat masterpiece would be either blued, or nickel plated, not chrome plated.
