64-6, RICI?

I was at the range today with one of my BILs and among other things he was shooting a 64-6. At the end of the session he said " I can't hit anything with the large revolver, do you want it? I said: Sure, how much. He replied
"You buy me lunch today and you can have it". It may be my new camper gun.

On the side is etched with an electro pen RICI 13. Probably a rack number but any thoughts on which organization? My best guess is Rhode Island Correctional Industries.

He had a little S&W 36 that he was shooting quite well and a Glock 42 that he was having jamming trouble. I think he was limp wristing the Glock.

Wow! I've never gotten a gun for lunch before. You might want to buy him more than one meal for that.

I'm assuming it's a 4 inch?
 
I would not be surprised if that is in fact Rhode Island Correctional (Institution) (Industries) (Insane Asylum) (something). Might not be right, but it seems like a reasonable guess. Just for giggles you could try contacted their PIO and ask if they used the Model 64 and if that corresponds to something that their rack number system might use. In my experience PIOs can be very helpful as they are often bored.
 
A very generous brother in law ! Did you happen to watch him shooting the 64 to see what he might have been doing wrong? My model 64 is a tack driver.
 
Wow! I'm in Ohio, does your BIL need any new shooting buddies? I'd happily trade a meal at 5 Guys for a new 64! I need more friends like that :D

He was doing what we used to call Bull Gazing. Letting the muzzle shift to the right just as he pulled the trigger looking at the bullseye and not at his front sight. I don't know why he found the 36 easier to shoot, but he did. He also had a mix of 380 and 9mm he was trying to run through his Glock. Said he went to a local chain gun store and said need ammo for his Glock and that's what they gave him, a box of each. I showed him that his Glock was marked 380 on the slide and explained the ammo was not interchangeable. We've decided to meet at the range once a month to get these little issues worked out. He's a smart guy, just not familiar with firearms.
