does the hammer stay back (cocked) like my 5906. i cant get it to hold cocked. i have not tried to chamber a round to see if there is any change just seemes odd to me. just picked up the pistol and have not fired it

Yes, as long as the safety is off the hammer should stay cocked.

any idea where i should start on trying to repair it my self. previous owner bougght it in this condition and never fired it

No idea from here, will the hammer cycle through with the trigger? Did someone convert it to double action only? If it has been sitting for a long time is it gumed up with old lube? You might try narrowing things down by firing one round and see if it works. Hard to figure out from here.
