Could I have the titanium cylinder reemed out to a 10MM or would I just be able to buy another 10mm cylinder?
The 610 was the 10 mm revolver, it was based upon the L frame 681/686.

With the Ti cylinder, strength should not be an issue.
Trying to ream the chambers will be.
In a 35 oz. gun, full house 10 mm is going to be rude.
You probably can't buy another Ti cylinder for a 646.
As said, the value of your rare, nice 646 will go in the toilet.
