I don't see a 646 on the company website. If you're asking about reaming a .38/.357 J frame to 10mm there isn't enough wall thickness in the cylinder to accomodate the cartridge. Not to mention that the barrel would have to be changed and that the frame isn't large enough to accomodate the barrel.
The 610 was the 10 mm revolver, it was based upon the L frame 681/686.

no, I am talking about reaming out the 646 N frame .40 S&W caliber to a 10MM, the cylinder is titanium.

Compare the OAL of 10mm, to the cylinder length of your 646. If the cylinder is longer then loaded 10mm you can ream it to 10mm with out problems.
What I can't say is if a .40 cyl will handle 10mm pressures.

If that cylinder wouldn't work couldn't I just order a 610 cylinder and try to fit it?
My 646 is an L frame and the 610 is an N frame, which means the N cylinder cannot fit inside the frame.
My opinion of modifying the titanium cylinder on a 34 oz 646 to shoot 10mm is not printable on this website. The 646 is rare, no longer made, and increasing in value.
Suggest you buy a 610.

With the Ti cylinder, strength should not be an issue.
Trying to ream the chambers will be.
In a 35 oz. gun, full house 10 mm is going to be rude.
You probably can't buy another Ti cylinder for a 646.
As said, the value of your rare, nice 646 will go in the toilet.

I'm with tomcatt on this one. If you are thinking about this mod, I would try this:
The Saami pressure maximum for the 10mm is 37,500 compared to the 35,00 for the 40 S&W.....not all that much. I would get a 686 cylinder and have that reamed/modified for the 10mm. Do not even think about touching that original Titanium cylinder. This would a custom smithing job. How much are you willing to pay for an extra 200fps........if that?
There's a reason the 646 cylinder is made from titanium. An L-frame steel cylinder bored for .40 S&W doesn't have thick enough walls to stand the pressure. It won't get any better if you try to run 10mm, either.
I'd stick with 40S&W in the 646 and leave the hotrodding to the 610's.
