Yeah, those band people get promotions a lot faster than AF cops, I can tell you! I've seen them in their usual modern uniforms, and many were Senior and Chief Master Sergeants.
They play music well; that's their job. But if you need men and women who know their way around a Beretta 9mm and an M-4 carbine to defend a base or escort a supply convoy in Afghanistan, I doubt these people know their way around firearms and have never thrown a grenade.
BTW, these people are just wearing old style uniforms. The performance is in a modern mall, with shoppers taking phone pictures of the band.

Air Force wants musicians and band/bands, it has to pay
in generous rank promotions. Sure, it's a secure job
for the band members but if things look they are going
to get rough, it's quitting time!

I was in the Air Force for 28 years. I wasn't in the band, but never threw a grenade, and I'm completely missing the point of your last two sentences.

The conductor is a colonel. All the others are enlisted folks, and, yes, most are sergeants.

They are wearing USAAF uniforms from the WWII era. Union Station in DC. Prob the USAF Band stationed at Bolling AFB.

Drummer gets his sticks at the beginning from the then Secretary of the Air Force Debra James. They do a flash mob like this every year at a different location. This one's from 2015, and is in honor of the Greatest Generation. Here's this years.

Pardon me, but I do believe it was performed at the old Union Station in Omaha, Nebraska. Very good performance no matter where the location is.
