Accidental Shooting at Range in Poland (Shotgun)

More than once, I've been muzzled by someone and I call them on it. A few times, the person said "it's flagged" or "action's open" or "it's unloaded." Still, no bueno.

I had this happen to me recently and that was the kind of reaction I got. He made a point of showing that the bolt was back. At least he pointed the gun downrange after I called him on it.
