An Equipment Question for Our SOG Viet Nam Veterans

I found this rucksack at a local flea market and began researching it. I checked an excellent website, VietNamgear.com, and learned that it may be a CIDG "Indigenous" type of rucksack issued by the US to the Montanyards and others. It was supposed to mimic the NVA rucksack. I have learned that most theater-made CIDG rucksacks were unmarked, and had thin, cloth waist ties.

This rucksack is marked with a GSA contract number and date (?) 1969, and appears to never have had the thin cloth waist ties. Can anyone advise if this is a genuine, later issue Viet Nam war CIDG rucksack, or a copy, or a later civilian issue? It is all there, well worn and stained, and with a possible English surname penned under the flap (Batten.) Thank you for any help, Lance
