Another "What is this"?

Been re-organizing the garage/workshop and ran across this whatcha-ma-call-it.

The left end is meant to clamp to an edge and is secured by set screws. When the thumb wheel is turned the silver "U" shaped piece moves back and forth. It is 3"L x 1.5"H x 1.5"W.

I have no ideal what it is used for. The beer can is provided for scale and is an Elysian IPA from Seattle.
