My son is in Afghanistan (3d tour) and will be returning to California. Does California add much red tape to getting / having a C&R?

It depends on which county he lives in. They are all different. Some are down right impossible and some are not bad.

I have held a C&R License here in CA for almost 30 years. It is a Federal license so CA doesn't have much or anything to do with obtaining it.
However, many of the State laws preclude the use of it. It is pretty much a must that one also obtain a COE (Certificate of Eligibility) which requires a Live Scan fingerprinting and additional fees which can add up to over $100. The COE must be renewed yearly for a modest fee while the C&R License is good for 3 years.
What the COE will let you do is avoid the 10 day waiting period if the firearm in question is a C&R and you have done all the regular paperwork and paid the fees.
It also helps eliminate the background check on ammo purchases. Part of the challenge is finding gun shops that understand the C&R and COE and will accept them. I have not had a problem in that regard but others report that some dealers are ignorant and uncooperative.
 
I'm not sure what getting home from a tour to Afghanistan has to do with getting a C&R license. If he is bringing into the US some C&R eligible souvenir firearms, there a slew of US Customs & CA. laws, and military base rules & regulations concerning such imports and a C&R has no effect on those laws, however ditto what Walter Rego posted. A C&R is mostly useless in CA., as CA law allows only FFLs to transfer guns between buyer & seller, however when I'm out of state, the C&R usually allows me to buy a C&R from a gun store that has it on their books. Then when I get home to CA., I'm required by CA laws to register the gun in CA. Ed.
 
California has a problem with federal preemption on many subjects, not just guns. It needs bringing to heel.
