Do any of the current reloading manuals like the Hornady # 10 still cover reloading the .22 Jet and .256 Winchester Magnum for handguns ? Or is my best bet finding older manuals from the 1960's and '70's and proceeding with caution knowing that powder burn rates for classic powders that are still in production (i.e. 2400, 4227 and others that may be appropriate) have changed a little over the years ?

I don't think you would have to go back too far with old manuals to find data. Sierra #5 (and it's really not very old) may still be available new. It has data data for both; of course, the data is for Sierra bullets.

The new Accurate Arms (Western Powder) #7 lists the 256 Win Mag.

Hornad Vol. 10 has 256 Win Mag. 22 Jet was in the Hornady 7th Edition, but gone by the 9th, I don't have the 8th so I cannot say if it is still listed.
