German officials and servicemen often import vehicles when they come over. They have some given amount of time to register it under the system their state of residence demands. I knew one who was at Nellis who had brought over a M-B C Class coupe with a diesel motor. I think he may have sold it to somebody in another state because he and the NV DMV couldn't find a way for him to smog and register it in Clark County. Something to do with what year it was made and the emissions kit fitted, I think.
